[Freegis-list] DeLorme Topo like functionality

Before I get too far into this next project I'd like to know if anyone has 
something similar already started or working.  Google searches give too 
many or vague results so I am asking here.

I'd like to provide (for internal use < 20 users) some of the
functionality that Delorme Topo USA does but using FreeGIS software.  
Mostly we need to locate wireless towers, draw circles at specific radii
from them and locate sites using addresses.
   I am sure all the functionality is available but probably not tied 
together into an application.  But ... just incase I'd rather use or 
modify someone else's wheel not invent my own.  (PostGIS, Mapserver, and 
some CGI?)
